As seen in the video below, when I use the built-in drag and drop, Appfarm shows my droppable item below or above the content of the target container depending on where I have my cursor. Is there any way to use this info? I’d like to use it to determine if I should place the dropped item #3 above or below item #1.

This is unfortunately not possible at the moment. A challenge is already registered for this functionality!
However, there is functionality that makes this possible as explained by Kristian in this post: Change order using Drag & Drop
